Spencer ECA (Environmental Care Associates) is delighted to confirm that is has recently been selected by Ceredigion County Council to supply wood chip biomass as fuel for its heating systems in authority-run locations in Aberystwyth.
Because mains gas is unavailable in many parts of Ceredigion, the use of electricity, LPG and solid fuels is prevalent. Therefore, the Council has implemented an alternative, more sustainable means of providing hot water and heating for its own buildings.
Having tendered against four other companies, Spencer’s offer was evaluated in accordance with the Council’s criteria and was found to provide the best commercial solution. The five-year contract will involve the supply of biomass fuel to the Penmorfa renewable energy facility, which provides heating and hot water to a number of premises in the area.
The most significant property to be supplied in this way is the new Welsh Assembly Government and Ceredigion County Council office complex in Aberystwyth. This purpose-built, ultra modern building was opened in October 2009 and sees over 500 members of staff working in this facility which has a total floor area of 15,000m².
Its low use of energy has seen the building receive a BREEAM Excellent rating for its sustainable design. Following this major initiative, once the Penmorfa scheme is complete it will also supply the Plascrug Leisure Centre and the nearby Penweddig School.
Biomass is produced from trees, brash and other woodland materials which would otherwise go to waste. Therefore, because Spencer works extensively with the Forestry Commission, Environment Agency and Highways, carrying out vegetation management, site clearance and roadside maintenance, it can ensure that the product it supplies comes from sustainable sources.
To enable the company to provide this end-to-end service, Spencer has recently invested in plant and equipment to harvest, process and transport high quality biomass from site of origin to the power station. This includes items such as a Brash Baler, Press Collector, Husky high-capacity grinder/chipper and a chip lorry with a 45’ trailer fitted with a walking floor.

This allows us to manage the sustainability of supply, ensure the product is always top-quality and deliver it on time.”
